La norma, que ara ha de passar el tr\u00e0mit parlamentari, destaca per ser la primera llei estatal d&#8217;habitatge i incloure, entre altres elements, la <strong>regulaci\u00f3 del preu dels lloguers<\/strong> a zones tensades.<\/p>\n<p>Per\u00f2 tamb\u00e9 inclou <strong>incentius a petits propietaris<\/strong>, l\u00edmits a rendes de grans forquilles i <strong>rec\u00e0rrec a habitatges buits<\/strong> als ajuntaments i comunitats aut\u00f2nomes que ho sol\u00b7licitin.<\/p>\n<p>Tot seguit repassem <strong>els aspectes m\u00e9s destacats de la nova Llei d&#8217;habitatge<\/strong>.<\/p>\n<p>[\/et_pb_text][et_pb_divider _builder_version=&#8221;3.23.2&#8243; Limitar el preu del lloguer<\/h2>\n<p>La nova Llei d&#8217;Habitatge permet <strong>limitar el preu del lloguer a zones tensades a empreses i institucions propiet\u00e0ries de m\u00e9s de deu habitatges<\/strong>.<\/p>\n<p>La resta de propietaris <strong>nom\u00e9s podran incrementar el preu del lloguer un 10%<\/strong> sobre la darrera renda del contracte anterior.<\/p>\n<p>Seran les comunitats aut\u00f2nomes les que declarin les zones tensades a petici\u00f3 dels municipis. Per sol\u00b7licitar-ho, s&#8217;hauran de complir dues condicions:<\/p>\n<ul>\n<li>El preu mitj\u00e0 del lloguer haur\u00e0 de superar el 30% dels ingressos mitjans per llar del municipi.<\/li>\n<li>El preu mitj\u00e0 del lloguer haur\u00e0 d&#8217;haver pujat cinc punts per sobre de l&#8217;IPC en els darrers cinc anys.<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<h2>2. Desgravacions fiscals a propietaris<\/h2>\n<p>Els nous contractes de lloguer comptaran amb una <strong>desgravaci\u00f3 general del 50% a l&#8217;IRPF<\/strong>. Aquesta rebaixa ser\u00e0 modulable segons diferents criteris. Per exemple, <strong>els propietaris que rebaixin el preu dels seus lloguers en un 5% poden tenir una bonificaci\u00f3 fins al 90%<\/strong>.<\/p>\n<p>\u00a0<\/p>\n<h2>3. Rec\u00e0rrec en l\u2019IBI als habitatges buits durant molt de temps<\/h2>\n<p>S&#8217;aplicar\u00e0 un <strong>rec\u00e0rrec a l&#8217;IBI als habitatges buits durant un temps perllongat<\/strong> per promoure que entrin al mercat. Han de ser habitatges desocupats durant m\u00e9s de dos anys i pert\u00e0nyer a propietaris amb un m\u00ednim de quatre habitatges.
